The storyline:
Gusieppe Zangara's assassination of FDR paved the way for the rise of the Third Reich as lack of US resources doomed both the UK and USSR to conquest, owing to Garner's stricter isolationism and the increasingly violent nature of US politics without the panacea of the New Deal. The world is divided between two superpowers, the Greater German Empire under its 7th Fuhrer, the newly risen Heinrich Konrad, and the East Asia Co-Prosperity Sphere ruled by Emperor Hisahito of Japan. Upon their victory, the Axis powers killed off most superheroes except for their own. Now, in the 2020s, the last of the oldest ex-Allied superheroes have recruited Blackbird to help them. The Fuhrer has at last taken notice, and trouble looms for the heroes.

The Bat: An alternate Batman who lost nearly everyone and everything he loved in the aftermath of WWIII when Fuhrer Ludwig of the Reich destroyed the US. Cynical and bitter, he has nothing to gain, and everything to lose by rearing a new generation of heroes to keep up the fight against the seemingly unconquerable Nazi Empire that rules so much of the Old World. He recruits Blackbird in the background of this story

Ultraman: An idealistic alien, the last of his kind, he has been given a Kryptonian-adapted version of HIV that is gradually killing him by an agent of the Reich. He is growing increasingly feeble, one reason that he gave his blessing to the Bat recruiting Blackbird to begin with.

The Knave: Last of the early supervillains to survive, he is wheelchair bound, but immortal owing to a bargain made with Neron, prior to the demon becoming enslaved by Fuhrer Von Schirach of the Reich. Formerly known as the Joker, he's become, if not a hero, at least considering himself to have enough in common with the others of the last of the older generation to work with them.
Generation Next:
Animal: A shapeshifter effected by a chemical warfare creation made prior to the Third World War. He's gradually losing his ability to speak and is becoming more and more incapable of controlling his transformations.

Steel: Rebuilt into an immortal cyborg after pro-Nazi terrorists exploded a bomb near him. Gained immense strength and several handy weapons to use against the Overmen of the Greater Germanic Empire.

Dark Angel: Severely traumatized by the death of Wonder-Woman, Donna Troy is a literal basket-case, prone to homicidal rages that make her an effective bulwark against the Greater Germanic Empire and its occupation forces, if an unreliable one.

Speedster: Having gained prosthetic legs, the new Flash is a bit slower than the previous ones, but still faster than most agents of the Greater Germanic Reich. Wally West is intensely anti-Nazi, the result of having witnessed a girlfriend murdered by occupation forces for not having had proper papers.

Nightwing: A slightly older hero, he's seen many people, including newly recruited heroes die from Nazi agents, and himself was paralyzed by them. Is basically Oracle in this scenario.

Starlight and Redfire: Two Tameranian sisters who came to Earth and hold grudges against the agents of the Greater Germanic Reich, as they were enslaved by extraterrestrial allies of the GDR, only to be liberated by Blackbird, who was recruited by the Bat to save them.

Starfire: A Russian hero who is the most firey anti-Nazi of the group, as he's one of the few surviving Russians who remembers any of the older Russian traditions prior to the genocide of the Russians by the GDR. As he hates them so passionately, he's reckless to a degree he shouldn't be.

Stars and S.T.R.I.P.E.S.: A pair of heroes who keep one tradition of pre-Occupation America alive. Both are rather detached and if not active superheroing, are often smoking cannabis, which Fuhrer Von Schirach legalized in occupied America.

The Praetor: A benevolent despot ruling an entire dimension, the Praetor's true name is Trigon, and he has his own reasons for wishing the overthrow of the Third Reich, which are not necessarily good for anyone but himself.

Blackbird: A freelance mercenary who has fought for some 5 centuries across various timelines and dimensions, and has racked up an impressive kill record. Has a Soul-Self that embodies her powers and can be manipulated by her as she pleases and the Praetor allows. Never without her stogy and her two pistols that thanks to a certain spell never miss. That doesn't always guarantee she'll aim right to make the kill, but she'll definitely hit her targets.
