I think Kiryu Goji has this one. His beam is fearsome and he's a sharpshooter to be reckoned with when using it.

Well.
The one can fly. Godzilla won't hit him every time with his beam, but once he does?
The One is instantly knocked from the sky, and beamed some more.
I'd say the One is better at melee, but that doesn't mean much. Godzilla's beam is that strong.

The One is tough, but I think Godzilla has the superior firepower and durability in this fight. The One may be agile, but this Godzilla has good aim. He won't be able to dodge his beams forever. Giving it to Godzilla.

The One can only dodge so much before being blasted down and annihilated. That is all it really comes down to. I see no way for The One to beat this Goji. Too strong and has better defenses. The One would have to use his flight to run away to survive this one.
Winner: Kiryu-Godzilla

I'm honestly thinking of abstaining in this one. Kiryu's got more staying power and a more dangerous beam weapon, but The One has him outmatched up close and has insane aerial agility if it becomes a beam war.
For now: Abstain almost leaning to Goji

i think the one as a slim chance of winning. i think if he can keep the distance and beat with melee or stay afar and while being aerial shooting him with his energy blasts. note i said i slim chance. i dont see it happening but as they say anything can happen on any givem day.
abstain for now most likely leanin goji but hoping the one pulls it off.

Um, The One may be better than Kiryu-Godzilla when it comes to fighting tactics, but Kiryu-Godzilla is MUCH stronger. He was able to kick Kiryu away easily. And Kiryu weighs more than Goji does. That is impressive no matter how you look at it. So even if The One gets close, there is no guarantee that Goji couldn't knock him back. This Goji also tends to shoot his beams at close range. Which would be very bad for The One.
I just cannot picture a way for The One to effectively end this fight.

I really do not think it would be enough to keep Goji down though. I do not see The One's blasts as exactly that high tier. It would hurt, that is for sure, but just not enough for him to get a win. Especially if Goji retaliates and pegs The One with his own beam... which will hurt a whole lot more.

This isn't so one sided.
Considering how long it took for Ultraman Next to kill The One with his finisher (a molecular attack), I'd say we were seeing the full extent of The One's resistance to harm. I'd also say Kiryu Godzilla isn't nuking him anytime soon. Although Godzilla's atomic breath is a weapon to be feared by like everyone, One included.
And in a melee, The One has a major advantage. While Godzilla is fully capable of demonstrating great feats of strength (kicking Kiryu hundreds of meters back) and savvy tactics (playing possum and then making Kiryu pay for it), The One is simply his superior in hand-to-hand combat. And after skydiving thousands of feet and hitting the earth without so much as a scratch, let alone getting up like it was nothing, I doubt Godzilla can hurt him very much in a tooth and claw fight.
In terms of firepower, The One's energy spheres are lethal. Most packed enough oomph to send Next hurtling backwards. They were hot enough to make buildings melt long after striking them. And as the battle waged on? They seared several city blocks. I attribute these stronger energy spheres not to The One's wings, but more to him assimilating thousands of birds to make this possible. That and he, like Next, was learning how to use these phenomenal powers. So near the end The One started fully mastering his power. And it was devastating and it will be for Godzilla if The One constantly bombards him from above. Since he has wings in this fight? Expect this to happen quite often.
So Godzilla is dealing with a foe whose durability is superb, aerial speed is unmatched, and nasty firepower to boot. And the chances of Godzilla ever hitting him are very slim. Only his atomic breath, limited regeneration, and durability can save him. His best chance is striking The One in the very beginning. Keep One on the ground. Because when he starts bringing down the thunder from above? Godzilla's chances go down. Since The One is immensely smarter, I don't like Godzilla's chances. Maybe if he had faster regeneration and superior durability feats. Oh well, at least his atomic breath is one of the strongest, and it will teach The One a very important lesson: he's in for a damn good fight.
For now I'm leaning towards The One, regardless.

The One will win. He outclasses Kiryu G in literally every category.
