I wish I had a better knowledge of Ultraman kaiju, otherwise I'd give my two cents. But Eleking's such an unknown to me that I really have no point of referrence.
Abstaining.

Megs is fast, but this is a small ring. Her stinger doesn't paralyze, so assuming she jabs Elking he can still zap her...making me lean Eleking's way for this fight.

Did we even allow the shocking stuff allowed in or not?
In any case, even with it, I don't think it is going to be that easy. Megaguirus' stinger, when it starts draining will probably take away such attacks similar to what happened to Goji. Not only that, but while Eleking is strong, Megs is no push over herself. Add in the Hyper-Sonic flight, and the rather good defenses against physical pounding, and I gotta favor the faster foe here.
Winner: Megaguirus
Loser: Eleking

Good point about Megs draining energy, but...
Megs was essentially draining Godzilla's life force, which happens to also be what powers his beam. Is there any data on if Elk's electric attack would be effected in the same way? If it is not his life force, then would Megs even effect it?
If Elk can't use it tho, that...may not change much. Elk is super strong and better at melee than Godzilla is. If Megs goes for the drain, I tend to think Elk would beat her to death in melee. The close quarters arena doesn't help...if these were a wide open area where she could use her hit-and-run techniques I think I'd edge Megs.

I wouldn't underestimate Megs strength like that. She easily lifted a kaiju well over twice her weight with little to no difficulty and took that x2 weight from a high height jumping down on her body with no ill effects. She isn't really THAT easy to hurt.
Also, the reason she never hit Goji from behind is because of those nice razor sharp spines protecting him. There is no real place to jab the stinger and get a good grip. What is stopping her from smashing that stinger into Eleking's back after she goes "Teleport Mode?"
As for the area, yeah, it does hinder Megs slightly, but I am not too sure if that will be enough for her to get the loss here.

I've gotta go with Eleking for the reasons Hybrid brought up. In a small space it doesn't matter how fast you are, and Eleking is an expert at hand to hand.

Again, it isn't going to be quite that easy. Megs can take physical poundings with the best of them and as long as she had the direction called UP at her disposal, limited room is not too much of a hindrance.
