I don't know what game that came from but it was an old 8-bit one back in the day. Its an alien invasion and the bad guys give that message. The strange translation is said to be so strange because the man in chrage of translating Japanese into English couldn't speak english.

Its so weird that once upon a time, I saw a music video repeating the mad line over and over!
