Has anyone else noticed that in MANY of the DesGhidorah concept pictures that one or a few of his heads look almost identical to Bagan's, especially the ones with one head...

yeah. the original idea for DG was probably supposed to be something like bagan. like maybe he wasnt always just another ghidorah species.

well, originally, there was a mothra vs. bagan movie in the works, perhaps Toho decided to change Bagan into a more recognizable figure.

Or maybe Death Ghidorah was supposed to be the larva/adult stage of Bagan. Here's something I'd like to know: Why didn't Toho use Bagan in the Heisei Mothra saga?

Because the movies wern't doing that well in the BO and they wanted more recognizable kaiju instead of new ones to attract more fans I guess so they met them half way with Death Ghidorah.

Yea, i hvae noticed that, odd isnt it. Mebi he was going to transform into Bagan, could be some odd relative to bagan, or was supposed to be bagan (i.e. Mothra vs Bagan Concept), which was drapped than they tried to make a new bagan design

Then why did they have Dagarah thrown into the second movie after the failure of the first?

Well judging by the reasons for the Ghidorahs and that Dargaha was a completely new and never-before conceived Kaiju MM might just be right

Though I'm glad they used him, Dargaha is one of my favorite Kaiju

Bagan? Growing into Death Ghidorah?
Monster X? Growing into Keizer Ghidorah?

Now THERE's something to think about. ;)

Seriously though, Toho wanted the Mothra movie to succeed, so they brought in Ghidorah and replaced Bagan with him. They kept much of the elements from Mothra vs. Bagan in ROM, so Death Ghidorah ended up with many of the elements of Bagan, simple as that.
