This may seem odd, but I think I lean at Cykor because of the electric shock. That and a machine don't work well together...

It's a race against powers. Kiryu has the ability to blow Cyker to pieces, but Cyker has the ability to stop Kiryu dead in his tracks. I'm abstaining, it's all for who has the quicker finger.

Kiryu takes this. Cykor's head was easily blown off and his weak point exposed. Since Kiryu doesn't hesitate to fight (unlike a certain monster that allowed Cykor to kick the snot out of him), Kiryu will quickly be able to blast Cykor's head off and then blast his weak point.
As for the electric shock, I don't see that harming Kiryu. Why? Because Kiryu isn't a robot. He's a cyborg, and most of his inner-structure is biological. Not only that, but his biological parts are made from the remains of '54 Goji, who takes no damage from electiricity.
Plus, if Cykor's tactics against Yongary are any indication, Kiryu will most likely make the first shot. Cykor favors charging at his opponents and trying to ram them, saving his projectile attacks until later in the fight. Kiryu will have plenty of opportunity to blast Cykor with his own projectiles first.

I doubt this.. Firstly, most of his inner structure is not biological, only the skeletal. Everything else is mechanic. And remember that just because he was somewhat living doesn't mean he wouldn't shut down from the blasts of radiation waves that were shot at him. Just about everytime Kiryu was shot with Godzilla's beam is had harsh effects, and it's not just because of the force, but because of the radiation emitting from it.
Also there's a sheer different in the ammount of voltage from several power cables and a kaiju's electric attack. Even Godzilla would get hurt from Cyker's electricity.

He was just thrashing against his bonds or the effects of the paralysis chemical.
But still, the rest of your point is taken. I still content that Kiryu will get off shots long before Cyker ever does, and we know that Cyker doesn't take hits very well.

Huh? Didn't seem to hurt him? It hurt him like hell!
Don't forget also Kiryu pumped Goji full of volts and it hurt like a ***** as well.
Electricity at a high enough voltage does hurt Godzilla, and you can see it in just about any fight Goji is where the opponent has electricity at his disposal.
But still, the rest of your point is taken. I still content that Kiryu will get off shots long before Cyker ever does, and we know that Cyker doesn't take hits very well.
I wouldn't want to see Cyker after missiles hitting him from his front and sides.

This may just be me...but say those missiles blow his head, arms, tail, and legs off....that's gonna be about 12 electric tentacles...

Most likely Kiryu 2.
The controllers of Kiryu love to "soften up" their opponents by blasting them with pretty much all of the robot's weapons. If Kiryu went hand to hand, it would be very different.

And still, Kiryu would have a good shot at Cyker's weak point, and it will all be over. Even if Cyker can get some damage in, I don't see Kiryu sitting back and letting him do it the way Yongary did. Cyker can dish it out, but he can't take it in return.

PLus Kiryu can hover/fly short distances. Get behind Cyker and lay waste to the tail, then make a flying pass with the rail guns. THen land and unload with the missles and rockets. Cyker won't be able to fight back from the barrage. Then kiryu can advance with the Hyper Maser Cannon.

Kiryu seems the most likely to win - due to the deadly weaponry. If, however, the controllers decide to try some hand-to-hand (which they really like), the electric shock therapy may hurt. Whether it completely shuts Kiryu down is up in the air.

It isn't only the electrical shock that is a major threat to Kiryu up close, but it is also Cyker's claws and how he uses them. He sent Yongary flying with one powerful swing, showing how much strength this kaiju has. And when Kiryu goes down, it has trouble getting up.

I believe it was a headbutt, not a swing, that sent Yonggary back. And it was a charging headbutt.
