A Liberian oil tanker is suddenly attacked by an enormous winged reptile - Batragon. The monster ravages the ship, spilling men and fuel into the north Pacific. Drawn by the commotion, Godzilla rises to the surface. Seeing Batragon, Godzilla attacks. The two monsters briefly trade blows until Godzilla tries to drag Batragon below the surface. Wanting no part of the water, Batragon breaks free and flies away. Godzilla giving chase. After the monsters have left, a strange ship with soldiers garbed like skeletons arrives and begins to siphon what fuel Batragon has left in the tanker, complaining about how much of the fuel Batragon has spilled. Meanwhile, Dum-dum Dugan and Gabe Jones lead a helicopter search over the pacific to find Godzilla. Jones expresses some sympathy for the monster, only to have his superior tear into him for his concern for the monster. Back in Detroit, work begins on Dr. Takiguchi's secret weapon.

Godzilla pursues Batragon to the Aleutian Islands. Batragon heads for a dormant volcano, in whose crater lies a giant glowing meteor and several other monsters. A crackling energy grid keeps the beasts in their cage. From a command center, the sinister Dr. Demonicus observes Batragon's return and wonders what could have injured his creation. Outside, Demon soldiers force Eskimos to construct a ship of the radioactive meter-ore. The Eskimos threaten to rise up when Demonicus arrives, complaining that his slaves are not gathering enough food for his monsters. The villain threatens to set his beasts loose on the Eskimos' families if they do not increase their hunting quotas. Some of the Eskimos try to attack Dr. Demonicus and are shot down for their efforts. Godzilla sees the slaughter and turns away from the volcano. The monster attacks, blasting the forge and directing his fury at the demon soldiers. His rage spent Godzilla returns to climbing the volcano. Dr. Demonicus sees Godzilla moving toward his menagerie and races to his command center. Batragon sees his enemy at the mouth of the crater and struggles against the energy grid to reach his foe. Despite Demonicus' efforts to keep the adversaries apart, Batragon breaks free of the cage and flies at Godzilla. The two monsters roll down the side of the volcano, crushing the Eskimo village at its base. Godzilla quickly and brutally defeats Batragon, crushing the creature beneath his foot. Remembering the other monsters in the crater, Godzilla turns back toward the volcano. Before he can reach the energy cage, the SHIELD helicopters arrive. Thinking Godzilla is menacing a secret SAC base or something similar, Dugan orders SHIELD to attack before Godzilla reaches the crater. Dr. Demonicus laughs as his enemies engage each other, planning to release his monster to slaughter whichever side wins.
